Ontario to introduce legislation on Wednesday to dismantle cap and trade

TORONTO — Ontario’s new Progressive Conservative government expects to spend up to $5 million to compensate companies that bought into the province’s cap-and-trade system, the provincial environment minister said Wednesday before moving to repeal the carbon pricing program.

Rod Phillips introduced a bill that, if passed, will lay out the legal framework to wind down cap and trade, as well as the criteria for companies seeking to be reimbursed for costs incurred through the program.

While the program’s 272 participants bought close to $3 billion in allowances, Phillips said only those that purchased more than they used while the program was still active, and were not able to recover those costs from consumers, will be eligible for compensation.

 

The proposed legislation would also protect the province from any potential litigation over the decision, the government said.

Critics were quick to call the move disruptive for business, saying it will likely be challenged in court despite the immunity built into the bill. But Phillips said he believes it will be well received.

“The feedback I’ve been getting from the business community is quite positive about this government and so I don’t have worries about that. This is a very fair framework around compensation,” he said.

The cap-and-trade system aims to lower greenhouse gas emissions by putting caps on the amount of pollution companies in certain industries can emit. If they exceed those limits, they must buy allowances at quarterly auctions or from other companies that come in under their limits.

Scrapping the system was one of Premier Doug Ford’s key promises during the province’s spring election campaign, and one of the priorities he vowed to address in this month’s rare summer sitting of the legislature.

The Tory government has already taken steps to unravel the program, including revoking the regulation that lays out its operation. That has led to the cancellation of a number of green initiatives that were funded through cap-and-trade revenues, such as rebates for energy-efficient renovations and a fund for school repairs.

Opposition parties had expressed concerns that the government could be on the hook for billions of dollars to compensate permit holders, and that the Tories have yet to explain how they will make up for the lost revenue.

Others, including the federal environment minister, had also raised the alarm about what they perceived as Ontario’s lack of a plan to tackle climate change.

The New Democrats and the Green party said the bill introduced Wednesday did not assuage their fears, even though it requires the government to set targets for reducing greenhouse gas emissions and to publish a climate change plan. Phillips said the specifics of both would be determined at a later date.

“Ontario needs a real climate plan that puts a price on pollution, puts money in people’s pockets and supports jobs in the clean economy. Instead we are getting a war on the modern world and no indication from the PC government that climate change is on their radar,” Green Leader Mike Schreiner said in a statement.

NDP environment critic Peter Tabuns said taxpayers are likely to end up paying more because of potential legal battles over the bill, as well as the price of a carbon tax the federal government has vowed to impose on provinces that do not have their own carbon pricing systems by next year.

“I guess we’ll see whether or not the $5 million is realistic but I think the bigger question is, for a lot of Ontarians, they’re going to see higher carbon prices in the coming years because the federal government’s program is going to cut in,” he said.

The provincial government said dismantling cap and trade would save each household an average of $260 next year, but acknowledged that would largely be cancelled out by the federal carbon tax, which is set to increase over time.

Ford has said he would join Saskatchewan’s court challenge of the federal government’s ability to impose a carbon price upon the provinces — a legal fight for which his party has budgeted $30 million over four years.

Ontario’s fiscal watchdog said Tuesday it will look into how much the cancellation of cap and trade will end up costing the province.

FDA Report: Abortion Pill Kills 22 Women, Injures Thousands More

 

At least 22 women in America have died and thousands more have experienced serious complications from taking abortion pills, according to updated guidance from the Food and Drug Administration (FDA).

The FDA updated its guidance on mifepristone (known as Mifeprex or Mifegyne), the first stage of a medical abortion that blocks the progesterone needed for a pregnancy to continue, after receiving “reports of serious adverse events in women” who took it.

Sepsis, shock and suicide

The official website reports: “As of December 31, 2017, there were reports of 22 deaths of women associated with Mifeprex since the product was approved in September 2000, including two cases of ectopic pregnancy resulting in death; and several cases of severe systemic infection (also called sepsis), including some that were fatal.”

more detailed report lists the “adverse events” that occurred among women taking mifepristine to terminate a pregnancy. Women died from a whole range of causes, including haemorrhage, ruptured ectopic pregnancy, toxic shock syndrome, liver failure, sepsis, homicide and suicide.

Severe complications

In addition to the women who have died, thousands more have suffered severe complications from the abortion drug. Between 2000-2012, there were 2740 cases with any adverse event (an average of 228 per year.) In the last five years, there have been 1445 – or an average 289 per year. This includes 273 hospitalisations, 182 cases of blood loss so severe transfusions were needed, and 103 infections.

As not all women who experience complications will go back to the abortion provider or report the use of the drug to emergency services, the numbers are actually likely to be higher.

Seagram’s heiress used family fortune to finance sex cult: feds

Seagram’s liquor heiress Clare Bronfman used her family fortune to buy an entire island, the private plane to get there — and, the feds say, to bankroll a sex cult.

On Tuesday, the 39-year-old — who is worth roughly $200 million — was busted on racketeering chargesfor her role in running Nxivm, alongside three other high-ranking members.

The arrests are part of an ongoing federal investigation into the group’s leader, Keith Raniere, and his right-hand woman, former ”Smallville” star Allison Mack.

Raniere and Mack are charged with sex trafficking and conspiracy for allegedly coercing women into joining a secretive master-slave society within Nxivm— where “slaves” were forced to pleasure Raniere, have his initials permanently branded onto their skin and perform free labor.

In Brooklyn federal court Tuesday, a gaunt Bronfman pleaded not guilty to allegations she conspired with Raniere to steal email passwords from his “perceived enemies,” racked up charges on the credit card of his dead ex-girlfriend and laundered money to help a non-citizen fraudulently gain entry to the US.

Bronfman was part of an “inner circle” of loyalists who “committed a broad range of serious crimes from identity theft and obstruction of justice to sex trafficking, all to promote and protect Raniere and NXIVM,” U.S. Attorney Richard Donoghue said in a statement.

She faces up to 20 years behind bars if found guilty — a stunning change in circumstances for a woman who could have had anything in the world she wanted.

Bronfman and her older sister, Sara, are the daughters of late Canadian billionaire Edgar Bronfman Sr. and a British barmaid-turned-socialite 20 years his junior. She was his third of four wives — and they were the youngest of his seven kids.

Liberal/leftist Harvard Exec ‘on Leave’ over Viral Video Showing Harassment of Biracial Neighbor

Harvard executive Theresa Lund has come under fire and been placed on leave after she berated her biracial neighbor on video, asking her if she lived in university-provided or affordable housing.

A video of Theresa Lund, the executive director of the Harvard Humanitarian Initiative, berating her neighbor has gone viral online. In the video, Lund asks her biracial neighbor if she lives in university or government-provided housing. The woman who filmed the video, Alyson Laliberte, said that Lund was upset because her child was running around and playing with chalk in the middle of the afternoon.

“We weren’t even being loud at all drawing with chalk,” Laliberte wrote in a Facebook post. “She followed me around and harassed me trying to get my information and apartment number as if she had a right to know. When I wouldn’t tell her she proceeded to ask me if I lived in the ‘affordable apartments’ of the building for Cambridge residents or if I lived in one of the Harvard owned apartments (which is all the same building anyways).”

As the Executive Director of the Harvard Humanitarian Initiative, Lund helped to bring an interdisciplinary approach to understanding global humanitarian crises. The organization works to develop solutions to humanitarian issues.

Lund published a statement over the weekend, apologizing for her exchange with Laliberte. “I want to be accountable for my actions in a situation where I fell far short of my values and what I expect of myself,” Lund wrote. “This clearly wasn’t my best moment, and I have work to do to more consistently be my best self.”

The Harvard Humanitarian Initiative announced on Thursday that Lund would be placed on leave. “It is within this context that I have been viewing the events of July 14th involving Theresa Lund,” Harvard Humanitarian Initiative Director Michael VanRooyen wrote. “I wish to make clear that HHI does not condone her conduct during the exchange with Alyson Laliberte and her family.”
